Overview 

• China-ASEAN College of Marine Sciences is sponsored by the Ministry of Foreign Affairs of China with support from the China-ASEAN Maritime Cooperation Fund. Located on Xiamen University’s Malaysia, the College embodies the spirit of Mr. Tan Kah Kee and aims to facilitate cooperative relationships between China and ASEAN countries through higher education;

• It integrates education, scientific research, training and policy consultation, focusing on fostering marine professionals and talents to fulfill the demand of China and ASEAN countries;

• It adheres to the educational concept “Nurturing First-class Disciplines and Cultivating First-class Talents” and conducting basic and applied research with international standards to foster top-notch marine professionals with innovative spirits and practical abilities;

• Its mission is to promote education and outreach, research, professional training, and academic exchange, and help develop science-based marine related policy. It strives to become an internationally influential center for marine education, personnel training, scientific and technological innovation, and cooperation. Furthermore, it aspires to make outstanding contributions to the nation’s strategy toward building a 21st century “Maritime Silk Road”.

Progress

1. Progress on Xiamen University Malaysia(XMUMC)

Xiamen University Malaysia covers an area of 60 hectares, of which about 13 hectares is for the China-ASEAN College of Marine Sciences.

1) In the first half of 2014, the land use and planning of XMUMC has been approved by the Malaysia government. So far, the single building design, tender for the first-stage construction have been completed and the “three connections and one leveling” condition is available;

2) On July 3rd, 2014, the groundbreaking ceremony of XMUMC was held in Sepang, Malaysia;

3) On October 17th, 2014, the construction work was officially initiated. The first part of the first-stage construction of XMUMC is completed inAugust, 2015 and the whole fist-stage construction is planned to be accomplished in December2016;

4)In February 2016, the enrollment of the first group of students of campus was in spring, 2016. At present, the on-campus student number of XMUMC is over 500.

2. Progress on “China-ASEAN College of Marine Sciences” Program

1) On September 25th, 2013, being approved by the Ministry of Foreign Affairs of the People’s Republic of China;

2) On January 8th, 2014, the First International Planning Advisory Committee Meeting was held in Xiamen University Xiangan Campus;

3) On January 15th, 2014, Malaysian Qualifications Agency(MQA) delegation paid a visit to the College of Ocean & Earth Sciences, Xiamen University;

   

4) On January 18th, 2014, the “China-ASEAN College of Marine Sciences” Program Review Committee meeting was organized under the guidance of the Ministry of Foreign Affairs, the Ministry of Finance, the Ministry of Education and the Fujian Provincial government;

   

5) During April 6th- 13th, 2014, Led by the vice-president of Xiamen University, a delegation consisting of main planning personnel of “China-ASEAN College of Marine Sciences” visited several marine institutions in Malaysia and Indonesia;

 

6) In August, 2014 submitted MQA materials of two undergraduate majors to the Malaysia Ministry of Education; In May, 2015, feedback was received. After consultation and discussion, the revised materials have been submitted again;

7) In October, 2014, officially selected as one of the programs supported by “China-ASEAN Maritime Cooperation Fund”;

8) In March, 2015, the program budget plan accepted two evaluations by the Budget Review Centre, the Ministry of Finance of the People’s Republic of China;

9) On March 31st, 2015, Xiamen University Research Vessel has entered the stage of construction;

10) In August, 2015, the State Key Laboratory of Marine Environmental Science (MEL), Xiamen University signed cooperation agreement with Institute of Ocean and Earth Sciences, University of Malaya;

11) In October, 2015, initiated talents recruitment procedures with international qualification; So far, hundreds of candidates from all over the world had been attracted to apply for the positions;

12) In April, 2016, Marine Biotechnology was approved by MQA and the revised material of Marine Environmental Chemistry is planned to be submitted;

13) On May 8th, 2016, the Launching Ceremony was held in Guangzhou and it is expected to be completed by the end of 2016. It aspires to enhance the cooperation between “China-ASEAN College of Marine Sciences” and ASEAN countries. Furthermore, it shall promote exchanges in global change and marine science education& technology;

14) In July, 2016, the first enrollment of 50 students is expected as early as in September 2016.
